Q: Windows may not resume from standby/hibernation on Win98

A: This is caused by the USB component drivers (usbd.sys, usbhub.sys, uhcd.sys, etc.)
accompany the Windows 98. One can refer to Microsoft Knowledge database 263218
   (http://support.microsoft.com/default.aspx?scid=kb;en-us;263218)
for some of the hotfixes, especially for hotfix 240075, 241084 and 243199.

These fixes update one of the usb system files (ex. USBD.sys, usbhub.sys or uhcd.sys)
from the original version 4.10.2222 to version 4.10.2223, 4.10.2224 or greater.
Unfortunately, these hotfixes do NOT work well for all the win98 systems.

One can simply standby system without any usb device installed, then plug-in any
USB device after resume. USB device can NOT work at this point, thus the USB component
of the Win98se system is proven crash during the standby/resume operation.

We found a workaround by simply replace Win98 USB files with the corresponding ones
from the Windows ME. It works fine at the first glance, but do this at your own risk.
The version of these files from Windows ME is 4.90.3000.0.
