Changes in This Release:
1. To be able to pass WHQL (USB100) Test.
2. To fix PL-2303 driver in Win2000 First byte issue.
3. To improve GetCommProperties() function.
4. To fix the issue that the system will hang up when unplug the cable during dial up to ISP.
5. To fix the issue that the Modem does not respond after user stops the dial up to ISP.
6. To improve the settable baudrate setting in the driver.
7. To fix install driver and plung-in cable will reboot within 20~30 minuites.
8. To improve ImmediateChar function.
9. Add an InitHW() function in the PnP procedure. It will set the DCR value after the cable is plugged-in.
10. To Fix PL-2303 can't resume from PC reboot when Test in HWQL of HCT.
Note: all of these solutions are for Win2000 driver only.
