DVD Drive Aspi Timeout Issue

Summary of Issue:
This patch is designed to correct an issue seen when a Samsung 16X DVD (part number 489NX) drive is used with Intervideo WinDVD software decode version 2.1.45. This issue is intermittent. Sometimes, when a user launches media using WinDVD, the bluescreen will occur. This issue has only been seen on the Samsung 16X.

Root Cause:
Intervideo released the 2.1.45 build with a timeout of 3 seconds for each command within the aspi layer-this is not compatible with the 16X Samsung DVD drive, which in some cases takes longer than 3 seconds to respond to a command. Other versions of WinDVD (ie 2.1.39/a or 3.0, do not exhibit this issue, as the wait time is longer).

Known Configurations Experiencing this problem:
System:any system using a Samsung 16X drive with WinDVD version 2.1.45.
O/S: ME, possibly W2K
Lang.	: All languages
Peripheral: Samsung 16X DVD drive
Software Decode version: Intervideo WinDVD 2.1, build 45 (this can be found by right clicking on the "About" box when the WinDVD video box is opened. The build will read B045C60)

What Patch Fixes:
This patch will increase the wait time between timeouts from 3 seconds to 10 seconds, which corrects the issue.
