Issue was caused by two things:
1. The custom action was failing due to a code error which was causing the custom
action to unexpectedly end
2. Precheck was passing a wrong multi-byte string type (wchar, vs the expected tchar)
into a function which was causing the function to always fail.

it only calls "SavResDX.vbs upsave" once.
Additional Notes:
Backing out the change that was done for DCR 945. Upgrades should now be blocked on systems
with a victual nic configured.

length information. In this case, the driver is not providing valid information.
To avoid inaccurate and inconsistent information for the "Cable Length" diagnostic
item, the Cable Length item has been removed from the result list for the online
cable test.

/liew: /l --- log file flag. Following are log switches.
"i" log only status messages;
"w" log only non-fatal warnings;

Definition: Option to force the MSI installer to reinstall PROSet for
Windows* Device Manager over an existing installation with
the same internal version number. DMIX will be reinstalled
with the following options.
-Reinstalls files if the original file is missing, or an older version is installed.
-Re-Writes all required computer-specific registry entries.
-Re-Writes all user-specific registry entries. (DMIX doesn’t have any of these.)
-Overwrites any existing shortcuts (DMIX doesn’t have any of these).
NOTE:
DxSetup.exe is the preferred method for launching the Proset for Windows*
Device Manager setup. This install launcher automatically sets the proper
language ID and ensures that the Current Working Directory is correct prior
to launching the Msi Installer setup.
If DxSetup.exe is not used to launch the installation steps should be taken
to ensure that the current working directory is the directory containing the
ProsetDx.MSI installer file and the various .CAB files used in the installation.
If the current working directory is not properly set, the installation may fail.
Additionally, if the TRANSFORMS=LangID.MST switch is not used during installation
on non-English operating systems, PROSet for Windows* Device Manager will be
installed in English.
Download Driver Pack
After your driver has been downloaded, follow these simple steps to install it.
Expand the archive file (if the download file is in zip or rar format).
If the expanded file has an .exe extension, double click it and follow the installation instructions.
Otherwise, open Device Manager by right-clicking the Start menu and selecting Device Manager.
Find the device and model you want to update in the device list.
Double-click on it to open the Properties dialog box.
From the Properties dialog box, select the Driver tab.
Click the Update Driver button, then follow the instructions.
Very important: You must reboot your system to ensure that any driver updates have taken effect.
